Add MP3 splitting & joining capabilities.

This feature is lacking in all mp3 tagging programs, but would be a great tool to have. The advantage of putting it in an mp3 tagging program is that the tags can be saved across split files and the split files can be automatically named using a naming scheme. Stand alone splitting/joining programs are very limited and never save the tags.
